How to hire a cameraman, camera crew or film crew in Cleveland

Write the brief. List the shoot dates, each location, how many cameras, whether you need sound, lighting, a stage, a drone or editing, and the final deliverables. Flag any street, sidewalk, city park or Metroparks location early, since each needs its own permission. Our video production brief template covers the rest.

Get two or three quotes. Send the same brief to crews from the lists above and ask what gear is included, how travel to Akron, Canton or the suburbs is billed, how overtime works and who keeps the raw footage.

Start the permit early. Call the Greater Cleveland Film Commission about requirements, then file the City of Cleveland Photography and TV/Film Permit with the Office of Special Events at least two weeks out. Our guide to video production insurance explains the certificates crews are usually asked for.

Filming permits and locations in Cleveland
The City of Cleveland’s Office of Special Events, part of the Department of Public Works, handles film permits and works directly with the Greater Cleveland Film Commission on all commercial film, TV, video and photo projects in the city. What a Cleveland shoot usually involves:
- A Photography and TV/Film Permit covers all photo and film activity. Contact the film commission first for the requirements and its Filmmaker’s Code of Conduct.
- Include a site plan with a map and a short description of camera moves, effects and company moves for each location. Satellite images and reference photos help.
- Restricting access to a street or sidewalk, even with intermittent traffic control, needs a Street Opening and/or Sidewalk Obstruction Permit. Road closure approvals can take up to two weeks, and No Parking signs must be hung 72 hours before the shoot.
- City parks and city property, including the outside of publicly owned buildings, need a Facility and Parks Use Permit with a certificate of insurance naming the City of Cleveland. The Cleveland Metroparks are not part of the city and issue their own permits.
- TV and film productions notify nearby residents and businesses at least 10 business days before the first shoot day, and shoots on private property need a written approval letter from the owner.

Cleveland camera crew and film crew FAQs
How much does it cost to hire a camera crew in Cleveland?
None of the Cleveland and Akron listings on this page publish a day rate, so the price comes from a written quote. Send two or three crews the same brief with dates, locations, camera count, sound, lighting and editing needs, then compare what each quote includes. Our guide to what a camera operator costs explains how most crew quotes are built.
Do I need a permit to film in Cleveland?
Commercial photo, film and video work inside the City of Cleveland needs a Photography and TV/Film Permit from the city’s Office of Special Events, which works with the Greater Cleveland Film Commission. Contact the film commission first for the permit requirements and its Filmmaker’s Code of Conduct, and apply at least two weeks before the shoot.
What does a Cleveland film permit application need?
The city application asks for a signed form, a certificate of insurance for general liability and property casualty of at least $1 million naming the City of Cleveland as additional insured and certificate holder, and, for TV and film, a site map of each location. TV and film productions also notify nearby residents and businesses at least 10 business days before the first shoot day.
What if my crew needs the street, the sidewalk or a park?
Staging gear, sets or trucks in a way that limits access to a street or sidewalk needs a Street Opening and/or Sidewalk Obstruction Permit, filed through the film commission’s production coordinator. Road closure approvals can take up to two weeks, and No Parking signs go up 72 hours ahead. City parks and city property need a Facility and Parks Use Permit, while the Cleveland Metroparks are separate from the city and have their own permits.
Can I hire a single cameraman instead of a full company?
Yes. Mosher Media says it will book a cameraman for the day as well as run full productions, Blitz Studios and Jumpstart Video Production Cleveland list camera operators for events and executive presentations, and The Production Works names professional camera operation. Production companies such as Clum Creative or Pixel Planet Studios suit projects that also need scripting, animation and editing.
Where can I rent cinema cameras or a stage in Cleveland?
Cleveland Camera Rental lists ARRI Alexa, Canon, Sony and RED cameras with grip, lighting, audio and crew, and it shares a building with Creative House Studios, a sound stage. Telstar Productions in Akron lists a studio with an audio recording booth.
Who flies drones for Cleveland shoots?
Vivid Flight Media lists aerial and FPV drone video with full FAA licensing, Ohio Air Photos flies 6K drones and does mapping, and Launch Ramp Media, Aerial Agents and Propped Productions cover aerial photo and video. Joshua Tree Video Productions also lists a licensed drone operator.
